National Foundation for Women Legislators, NFWL and Scientology "Second Chance" Program will Target Funding from Passage of Second Chance Act of 2004 (HR 4676)

The "Second Chance Act of 2004," (H.R. 4676) will create a federal task force for prison reentry programs, and include faith-based and other grants to state and local organizations for substance abuse programs. There are grave concerns regarding attempts made by Scientology to propose their prison program, coincidentally called "Second Chance" on either a medically sound or secular basis. Scientology was a signor in this Letter to Congress under the name of "Criminon International." The same failed detox program has simply been renamed. Faith-based or secular, their detox program is a disrespect of taxpayer dollars. HR 4676 Status: In August, 2004 - Referred to the Subcommittee on Crime, Terrorism, and Homeland Security.

The National Foundation for Women Legislators, (NFWL) now considered a front group for Scientology, has been promoting the "Second Chance" prison program based on one that Scientology runs in Mexico. The other program Scientology has tried and failed within the U.S. is the "Criminon" program. Both of these programs have been rejected in the United States from the outset, as they are devoid of authoritative medical studies to support its "dangerous" and "factually inaccurate" claims.

Legislators need to be aware on behalf of the taxpayers they represent, that the teachings of this program are based upon several, identical programs that Scientology uses under various names, (see below) which have almost entirely been rejected. The methodology and scientific core teachings used in the prison rehab program for example, have been taught to school children by Scientologists in California on a "drug prevention basis," (program name, Narconon) despite a harsh evaluation by the California State Department of Health in 1974. In October of 2004, after an intensive 3-month review, Scientology was banned from teaching this program in several school districts, and in February of 2005 the Superintendent of the California Public Schools urged that the program be dropped completely from all of the schools. The Boston Public Schools and Hawaii's Public Schools soon followed suit and removed the teachings.

It is clear that this program teaches and applies an irresponsible and dangerous program.

Even though the program uses excessive vitamin and sauna use, Scientology uses "alternative health," or "non-pharmaceutical" in its explanation of being a "natural," or a "non-narcosis based treatment" without drugs - avoiding real medical review. One attempt in 1985 by Scientology to have the program tested was considered "unfit for human experimentation." Moreover, all of the differently named programs use "Scientology written materials," as mental and alternative health criteria. This is one reason that Scientology has sought approval through legislators and others, who may not question the materials and references they provide.

Fraudulent claims and fraudulent scientific research publications cited in Scientology's glossy brochures for this bizarre ritual program are not proper accreditation to receive funding, although Scientology continues to promote this program to legislators and through the NFWL.

The Second Chance Program was first proposed by Arizona Senator and NFWL regional director Elaine Richardson in 2001, as an amendment to House Bill 2563, where community transition programs were being considered by the Arizona Department of Corrections. The Second Chance Program was deemed too expensive and the scientific studies, as well as Scientology teachings within the program were rejected.

The Second Chance program has been rejected twice in the Nevada Assembly. First rejected in 2001, it was rejected a second time when it was proposed by NFWL member and Assemblywoman Sharron Angle in 2003.

In October, 2003 the Second Chance Program was proposed in Erie County, New York. Joy Westrum is a Scientologist, President of the Second Chance Program, and board member of the NFWL (but not a legislator) who proposed the program in Erie County. Information once posted on the websites message board regarding Scientology and L Ron Hubbard's teachings in the program no longer there. The program was never granted.

Scientology began promoting the Second Chance Program even though their first program, called "Criminon" still exists. Never has one organization used so many names for their own "purification program," as reputable and credible programs have nothing to hide. Five programs with identical components - being a sauna detoxification and application of Scientology teachings - are being promoted for use in criminal rehabilitation, drug rehabilitation, alternative education, for firefighters, and as an alternative health, body detoxification listed in a Scientology book, sold under the category of "nutrition and dietary." How can this possibly be? The success stories are just as "unbelievable" "as the recidivism rates have been "misleading."

The news media will do justice to report the numerous cases where glossy Scientology brochures selling these programs will not explain the fraudulent use of others and fraudulent "white papers"



The Second Chance Program, another front group for Scientology's quackery, is listed as: "licensed by the criminal rehabilitation group Criminon International, a child of Narconon International, a drug rehabilitation program of Scientology."

Scientologists, or those trained in Scientology's so-called "technology" - not medical doctors - administer massive dosages of vitamins and dangerous lengths of time in a sauna. All of this, in order to rid the body of "toxins." Written instructions include Scientology "religious studies" for "purification and detoxification."

Removing toxins from the body through purification is a prerequisite for later Scientology study and their deceptive claims of salvation - the understanding that they will be ridding their bodies of dead space aliens, (body thetans.)

Scientology certainly does not tell victims this fact, as they would not choose to spend massive amounts of money. This is considered a "bait and switch." Consider that Scientology is preparing our citizens in this way, as they interject their beliefs under the guise of alternative mental healthcare. The Second Chance program, or whatever name they use to sell the detoxification, is a way to "cure the world" via Scientology, under a secular ruse. Legislators need not promote this issue any further now that faith-based fraud is upon us.

A terrific opportunity has just arisen that will help us do just that.There is an organization called the National Organization of Women Legislators (NOWL), and as the name implies, this group is made up of top woman legislators from local, state and the Federal Government. Senators, governors, congresswomen and others are members of this group.

They meet periodically and hear from speakers that they consider have issues of importance for their group. Their last conference drew 800 attendees. Their President recently called CCHR and asked if I would address their next meeting. Needless to say, I accepted.

This is a magnificent opportunity for CCHR to get its message delivered directly to some of the top policy makers in this country.

As with all such projects, energy is needed to make this fly. I want CCHR to become a member of this group so we can get our message out to this very important public on an ongoing basis about what psychiatry is doing to our schools, our courts and our civilization as a whole.

The meeting that I have been asked to address is in Washington, D.C. on February 4th. We need $l0.000 to become members of this group and to cover travel and lodging expenses associated with the conference. Ideally, I could bring others to help enlighten the numerous opinion leaders that will be at this conference. I will only be able to do this with your help.

Two years ago we started a similar project with the American Legislative Exchange Council (ALEC). ALEC is a national organization made up of legislators from every state as well as some federal legislators who meet and draft "model Legislation" for every state. The bean return for that has been enormous! CCHR has worked its way up the conditions at ALEC and recently got an article published by ALEC in opposition to mandated mental health parity which went to key state legislators who deal with health issues in their respective states. In addition, the ALEC membership has opened the door to meeting numerous legislators and other opinion leaders from around the country and enlightening them on psychiatric fraud and patient abuse.

These kinds of comm lines are invaluable and having the opportunity to expand them to the members of the National Organization of Women Legislators is one we really do not want to pass up. Our target for the year 2000 is coming fast. We need these comm lines badly, and I'm asking you to help us with your financial support.
